German customs can be quite picky for certain items imported into the country. Good news, they do allow Packed By Owner (PBO) boxes, as long as there is a brief description of the contents. For example, box number one can be labeled as "clothes" directly on the box and do the same on the inventory sheet.  All shipments entering Germany require the owner of the shipment to fill out an Quarantine and Inspection Service (QIS) form. Certain items coming into Germany need to be declared on the form, and certain items are banned and should not enter the country at all. If they do enter the country, they will most likely be incinerated, and the cost of that incineration will be added to the customer's customs clearance bill.
